Restaurant permit requirements in Ontario: what owners need to know

Many restaurant owners underestimate the amount of approval required before opening. Permit delays are one of the primary reasons hospitality projects exceed their schedules and budgets. Understanding permit requirements early can save months of delays and thousands of dollars in rework.

Building permit

Required when altering walls, washrooms, exits, occupancy layouts or other construction-related components.

Mechanical permit

Required when modifying HVAC systems, kitchen exhaust systems or make-up air systems.

Plumbing permit

Required when adding sinks, modifying drainage or installing grease interceptors.

Electrical, sign and patio permits

Electrical permits are often coordinated through the Electrical Safety Authority (ESA). A sign permit is required when installing exterior signage, and a patio permit may be required depending on municipality and location.

Fire department review

Required for occupant loads, fire alarm modifications, suppression systems and commercial kitchen exhaust systems.

Accessibility requirements

Ontario’s accessibility requirements affect entrances, washrooms, clearances and seating layouts. Failure to address accessibility requirements early can result in significant redesign costs.

Common delays

The most common permit delays involve incomplete drawings, missing consultant information, kitchen exhaust requirements, occupancy calculations and accessibility compliance issues.

How to avoid problems

Before signing a lease, verify zoning, assess existing services, confirm ventilation requirements, review occupancy limits and develop a preliminary permit strategy. A few hours of due diligence can prevent months of costly surprises later. Consultony assists restaurant owners, landlords and operators with permit planning, consultant coordination and construction documentation throughout Ontario.
